


“CONSORTIUM 2030” General Meeting
On May 14th, the Meadows Institute’s Paso del Norte Center, in partnership with the Paso del Norte Health Foundation, hosted the El Paso Behavioral Health’s “Consortium 2030.” The event brought together local behavioral health stakeholders to discuss the progress being made across various community organizations to transform the mental health care landscape so that everyone in the Paso del Norte region has access to high-quality mental health care. Leaders also discussed the future of mental health care access and delivery in the region.
During the gathering, the executive vice president of state policy at the Meadows Institute, Nelson Jarrin, highlighted key legislative wins supporting this work — including a 70% increase in behavioral health appropriations over the last decade that will provide a strong foundation for both regional and state growth.
As Enrique Mata, MSPH, BSN, RN, PHNA-BC, NEA-BC, the executive director of the Paso del Norte Center at the Meadows Institute shared: “Consortium 2030 provides a unique opportunity for stakeholders and community leaders from diverse backgrounds to come together to enact tangible change across El Paso’s behavioral health landscape. Together, we can transform mental health care in the Paso del Norte region and beyond.”

The Center cultivates collaboration among local, regional, national, and international entities.


El Paso Behavioral Health Consortium General Meeting
More than 140 community leaders and stakeholders came together at the Region 19 Starlight Center on Friday, December 6th to learn about mental health and substance use policy improvements that will be considered during the 89th Texas legislative session. The El Paso Behavioral Health Consortium General Meeting had a strong lineup of speakers including Meadows Institute thought leaders, Nelson Jarrin, JD, Senior Vice President of State Policy, and John Snook, JD, Chief Policy Officer. The event also included reports on community system improvement progress from community leaders such as Judge Anna Perez, 41st District Judge, Salvador Leos, Director of Intake El Paso County Juvenile Probation, and Dr Carmen Olivas-Graham, Director for Administrative Services at Socorro Independent School District.

’24 El Paso County Youth SIM Report
El Paso Behavioral Health Consortium Family Leadership Council Partners Convened in October 2023 for a Youth Sequential Intercept Model (SIM) Process. As a result of this process exciting collaborative opportunities are flourishing to improve child, youth, and family service and support systems.

’21 El Paso Behavioral Health System Assessment
In May 2020, the Paso del Norte Health Foundation engaged the Meadows Mental Health Policy Institute (Meadows Institute) to assess the community’s behavioral health system and evaluate the El Paso Behavioral Health Consortium. The goal of this work was to inform the community’s efforts to improve behavioral health services for its residents and to assess local capacity to meet the needs of residents with behavioral health conditions. The 2021 El Paso Behavioral Health System Assessment Executive Summary provides a succinct overview of key findings and recommendations. The full report provides a description of the guiding principles that inform the work of the Meadows Institute and the attributes of the ideal behavioral health system.

Established by a grant from the Paso del Norte Health Foundation, the Paso del Norte Center provides trusted policy and program guidance to cultivate collaboration and create lasting improvements so that mental health and emotional well-being services and support are available where and when they are needed.
The Healthy Paso del Norte Website Has a new look but what about the data resources?
Regional health data is still readily available from a wide range of sources. With the addition of searchable data across multiple platforms, the regional health data on the Healthy Paso del Norte website was removed on July 15, 2023. Links to regional health data sources can now be found at the Paso Del Norte Health Foundation.
